For Torterra, use Synthesis in place of Giga Drain. It's a better healing move. Other than that, that set looks fine.

Next, Luxray. It needs more than just 4 Electric moves. You'll be stuck if you run into a type that resists electricity and Luxray's your only pokemon. And since its Attack is higher than its Special Attack, special moves like Thunderbolt and Discharge won't be as effective. And normally, Thunder has about 70 % accuracy. With Rain Dance, it's 100% accurate. But it still doesn't work too well off of Luxray's midiocre Sp.Atk. Here's a moveset I've used for Luxray:

-Thunder Fang
-Crunch
-Thunder Wave
-Iron Tail/Fire Fang/Ice Fang

Thunder Fang is your STAB Electric attack. Crunch and Iron Tail is for type coverage. Thunder Wave can slow down alot of opponents. If you can, breed a Shinx with Fire Fang/Ice Fang. However, I have no experience with breeding, so I don't know what pokemon you need for that. Iron Tail works as a replacement.

For Vaporeon. Loose Dive at least, and perhaps Waterfall as well. Those two attacks are phyisical and Vaporeon's a Special Attacker. I suggest Rest and Toxic in place of Dive and Waterfall. Since Vaporeon has pretty decent defences, it can take hits and make use of Rest if you need to heal. And Toxic can help to debilitate any team.

For Staraptor, use Roost over Aerial Ace. Fly and Brave Bird are more powerful and Roost can heal any recoil damage from Brave Bird.

Lucario's set is decent enough. Definetly use that over Ambipom

And I would use Houndoom over Ninetails. Use the following moveset for Houndoom:
-Flamethrower
-Dark Pulse
-Nasty Plot
-Shadow Ball

This set takes advantage of Houndoom's high Sp.Atk. stat. Dark Pulse and Flamethrower are your STAB attacks, Nasty Plot can raise your Sp.Atk for critical OHKOs. Shadow Ball is for additional type coverage.
