3rd Gen Please help me find entei

I cleared the Elite Four, have a masterball ready but I can't seem to catch Entei. Since I haven't seen it, I can't track it. Any help to at least let it show up?

Run around with a level 49 Pokemon and use Max Repels everywhere you go

(This is based on my knowledge that Entei is at level 50, adjust accordingly)

this is what I heard Ok get balbasaur as a starter pokemon and beat the E4 and walk thorou grass hope it helps
