    Keep in mind that (at this point) I am in the basement of the Souvenir Shop, aka, the Rocket Base.

    Mantine - Lvl 23 - Water Absorb
    BubbleBeam - Headbutt
    Surf - Wing Attack
    HP - 63
    Atk - 23
    Def - 36
    Sp. Atk - 43
    Sp. Def - 76
    Speed - 46

    Should I give it some stat-raising items and/or give it items?
     
    Honestly, at this point in the game nobody can expect your team to be very good.
    But teach your Mantine more special based attacks.
