First of all Dizzy... post us your "dream team" with lvl 100, EV distribution, items and nature (which you did ^_^). It certainly helps us a lot if you do.

NEVER use steel wing... steel type attacks are real crappy. Only use meteor mash as it's the only steel attack that's usable. (Steel Wing is used VERY rarely). Don't split up your EVs having both special attack (dragonbreath) and attack (earthquake) at the same time. It really hurts your stats if you split up EV, or the attack is too weak if you don't split it up. Only in special/uncommon occassions do you have both sp.att and att on at the same time. Chesto rest for durability/status healing.

Kingdra- [sp.att +/att -] @ leftovers
EV: SpAtt and Spd
-hydro pump
-rain dance
-ice beam
-rest

My Kingdra moveset i'm using for online battling at the moment... works very well. Hydro Pump instead of surf for extra power that you need in order to survive metagross.

Ninetales- [spdef + / atk -] @ leftovers

Confuse Ray
HP Electric

Special sponge of your team... Ninetales take in sp.attack quite nicely (unless it's water). Will o Wisp and Confuse ray for endurability purposes. Flamethrower... is just there just because... HP Electric against water types if necessary. Rain Dance really doesn't last as long as it seems on theory -_- so don't worry about weather conflict

Raichu- [atk +/sp.att -] or [sp.att+ / atk-] @ leftovers
EV: Atk and Spd
Thunderbolt
Thunderwave
Substitute/HP Water
Focus Punch/Reflect or encore

Blissey lure! Or... on theory it is one. Thunderbolt is expected on all Raichu. Should they ever draw out that evil egg (not you) against you, sub to block toxic/seismic, and focus punch for gg. Raichu losing Surf is just such a big nerf... blah! The alternate moveset there is the more commonly used, less risky form of Raichu
