Have you thought about Clefable and Gengar?

This theory ss about how close they really are.

First, lets look at Gengar's Dex Entry (Y Entry):
Hiding in people's shadows at night, it absorbs their heat. The chill it causes makes the victims shake.

So he hides in shadows of people or pokemon...
Clefable could have been wandering but her/his shadow became Gengar, a scarier counterpart of the Clefable Family.

Which means Gastly is Cleffa's shadow, and Haunter, somewhat, Clefairy's shadow.
