No, it doesn't have high IVs, was meant for competitive play.

I was looking for one with Hyper Voice, so I wouldn't trade it for the Shiny Garchomp, though I would for some of my other shinies.

I actually think I will trade for the Sylveon. They generally add the tutors in the third version or remakes per generation, so I can always wait for ORAS until taking it into battle for tournaments. PM soon when you are ready to trade.
