where do you get hm cut in pokemon emerald

You first have to beat Roxanne (The first gym leader, in Rustboro) then go find the house next to the pokemon center in Rustboro. It is called the cutters house. Go talk to the man in the red shirt and he will give to the HM01 cut.

Actually, you can get Cut before beating Roxanne, but you cannot use it outside of battle until you do.
