Storyline

You play as Lance, (not sure what we're doing with the female choice) as he starts his training as a Dragon master! As you get your first days of training begins, an event happens that vanishes you from your home city of Blackthorn as you now find yourself in Kanto. As the government finds you to be a useful ally they recruit you as A G-Men who's duty is to travel the countryside, investigating and arresting anyone who improperly treats Pokémon. Play as Lance as he becomes the Pokemon Champion, keep your title, and taking on missions to protect pokemon!

An interesting little idea, I'll admit. Maybe you could make Clair the 'female' protagonist?
It's within the dragon theme - if that's what you're going for...
