    Im looking for a game making software that is specifically for pokemon games.
    I'm working on a pokemon series "diesel" "lithium" and "ethanol" its supposed to have all 5 regions and just about every feature from every game.
    If you have the regions on data for that'd be great to include to...
    Im also recruiting people to help with this game development.

    RPGMaker XP + a Starter Kit is what you're looking for.

    I suggest scaling back your ideas,
    It's going to take atleast a year to even do 1 region. Do you expect to be working on this for the next 5 years?

    Keep it at 1 region at first, then expand.

    The more ambitious, the higher change of failing.
     
    There is no software made specifically for creating Pokemon games - at least as of yet - though your best bet would be to use RMXP (RPG Maker XP) and Poccil's Pokemon Essentials - which will give you a good foundation. I also think you would be wise to scale back, projects on the scale that you are suggesting almost always fail due to the workload, and the smaller the project the higher your chance of actually completing it will be.
     
    Based on what you are proposing, you this is a good multiple year project when faced alone. I would suggest taking DarkDoom3000 and Yuoaman's advice and scale it back to maybe 2-3 regions.

    ok ive downloaded he rpg maker xp but now i need a base any know of a starter kit with platinum?
    all i keep finding is fire red and leaf green

    Unfortunately kits only go so far. All the codes needed are within Poccil's Essentials kit. If you'd want to go that far then unfortunately you'd have to do most of the work yourself by collecting the graphics and trying to code what's missing.

    First of all: please try not to double post in the future, there is an edit button for a reason.

    As well: you seem to have confused ROM Hacking with game development. Game development does not use a 'base', you gather resources yourself and build the game yourself rather than building something around an already existing game.

    A team and I are currently trying to make Four Star Mon, a piece of software that basically tries to do what you're requesting - act as a framework for creating Pokémon games and monster-based RPG's.

    However, we're in the very early stages of development, and would like all the help we can get with actually making it.

    But if you're serious about making these games, I'd suggest amassing a huge team, and being prepared to spend a few years on it, even with specialized software. Pokémon wasn't quite a one man operation, and neither will Four Star Mon be.

    And if what you're saying is right, that you're trying to "base" it off another game, you're probably better off Rom hacking like other people have said.

    There are quite a few starter kits. If you're going to be editing a ROM, I have a ZIP file with pretty much all the tools you'd need. Just PM me for it.
