Hello everyone. Before I even get started I would like to say that this is all an IDEA right now and I am still looking for people to help me put this together, so if you are interest please Skype me at nickgraffeo21.
I have put a fair amount of work and thought into this rom, however, I am on a Mac, so I cannot use any programs that involve coding. All I can really do is use AdvanceMap to create maps. If you are interested in helping me work on this, first, read the rest of this post to get an idea of what the rom is all about.
Next, keep in mind that this will be a relatively small project. I envision it being sort of like what Black 2 and White 2 were to Black and White. They were sort of sequels, but not quite. That's what I'm trying to do with FireRed and LeafGreen, make a sort of sequel, but not quite a sequel, you know? XD So, this would be great for beginners who are looking to learn a lot about hacking since it will not be a very big project. Another thing that has changed is the abundance of new Pokemon that have migrated from the Johto region to the Kanto region throughout this time. Some of these Pokemon are either babies or evolved forms of Kanto Pokemon that were previously only found in the Johto region. Other of these Pokemon are dark types that previously were not found at all in the Kanto region. Finally, since the discovery of the fairy type, some old Kanto Pokemon have been reclassified as fairy types, so now all 18 types can be found and used in the Kanto region.
More Pokemon!
As stated before, 30 Pokemon have been added to the Kanto Pokedex. All 30 of these Pokemon come from the nearby Johto region. There are now 181 Pokemon in the regional Kanto Pokedex.

Updated Types!

Previously, there were not any dark types in the Kanto Pokedex. This means you would have to beat the Pokemon League before being able to use dark types. That has changed, with the addition of these dark types:
Now, there are Pokemon that represent all 18 types in the Kanto region.
New Areas!
Since Pokemon FireRed and LeafGreen, new areas have been discovered across the Kanto region. Here are just a few:
Bellsprout Paradise
People who have only played Pokemon FireRed but not LeafGreen may be familiar with the struggle that you can only catch Bellsprout in LeafGreen. Well now, a new area has been discovered where Bellsprout and the occasional Weepinbell are found. This new area can be accessed by entering and going through a small cave in Route 9.
Lake of Rage
A new route has opened up allowing people from the Kanto region to actually visit the famous Lake of Rage in the Johto region. Besides Gyarados, others strong Pokemon can be found here too.
Sandshrew Dugout
Another LeafGreen exclusive was Sandshrew, but that is no longer the case. Now, Sandshrew can be found in the Sandshrew Dugout, a small cave on Route 3.
Gotta Catch Em All!
You can almost never complete the regional Pokedex of a game due to so many version exclusives and whatnot. Also, sometimes you don't have someone to trade with so you can't get certain Pokemon. Now, none of that is an issue. Any Pokemon that needs to be traded to evolve can now just be given an item instead to evolve. Finally, some baby Pokemon can now just evolve by reaching a certain level.

Also, many more Pokemon can be found in the wild now. With all of these new additions, you should be able to actually catch them all, even all the legendaries...;)
As you can see, I have a lot of stuff planned out so far and I have some stuff planned out that I did not even discuss yet. Background:
This game takes place a few years after FireRed and LeafGreen do. Since that time, a few things have changed in the Kanto region. First of all, Red has taken over as the Pokemon League Champion. This pushed Gary all the way down to being the 8th gym leader, and that spot was open since the old gym leader, Giovanni, got arrested for being in charge of Team Rocket. Speaking of Team Rocket, they fell apart over the past few years. However, they recently got back together under new leadership and now plan to take over the Kanto region using the powers of Mewtwo and Mew.
