Okay here I want to make a semi-regular league. Regular in the terms that there are eight gyms each a different type, an elite four with each different types (Different from Gym types), and after someone defeats the league there is a champion, but the Semi requires alot of explanation.

According to Smogon's Tiers for the pokemon in Diamond and Pearl (Which is all the same up to HG / SS) there are eight gym leaders of eight different tiers, then the Elite four will all be five different tiers. Tiers are:
