[Questions] Pokemon TCG Card Game Question

    So, I'm getting to grips with the Pokemon card game basics and am thinking ahead to assembling a 60 card deck. Any tips on the character card types, balance of basic up to later stage levels and gx, trainer and energy cards. Are tag team cards legitimate to play and can they take down an opponents single character card or only opponents tag team cards? Black promo cards, can they be part of the deck? Cheers
