Yes, TLP does. It was created to open .raw, along with other types.

read it again it says copy the ruby rom into a into a folder and put the other ruby rom in the other folder ok then dump raw all files click one of the ruby roms then open it in tlp got it simply easey

1.right click press copy
2.make 2 folders
3.double click on one of the folders
4.right cilck again and paste
5.press back double click on the other folder
6.right cilck again and paste

done 2 roms in two folders
