4th Gen Psyduck problem

After winning the Pastoria gym leader, walk up to the grunt and talk to him, and he will run away. Chase him then once he makes his stop he will fight you and after you win, Cynthia will appear and give you "SecretPotion", use it on the psyducks at route 210.
 
After getting the gym badge from the Pastoria gym talk to the Team Galactic Grunt in front of the Pastoria Marsh building and he will start getting annoyed every time you talk to him and he will run away everytime. Run after him until he runes away and you cannot see him anymore and he will lead you to the Verity Lakefront. Cynthia will be there and when you talk to her she will give you a SecretPotion to use on the Psyducks blocking the way in Route 210.
