2nd Gen Question about Gyarados and Waterfall

Hello, Dad here trying to help answer my son's question. I have ZERO gameboy experience, so I don't know if this question is in it's proper context. :cross-eye :\

At what level does Gyarados learn Waterfall? Any secrets, hints, explanations (for my benefit) would be greatly appreciated. :classic:

Um, Gyrados does not learn waterfall.You have to get HM07 and teach it to him.

yeah, you have to teach it with HM07, found in the ice path. i think the only one who can learn it naturally is goldeen and seaking

yes you get it from ice cave connecting mahogany town to blackthorn city
