    i have another question

if my tedduirsa grows to lv 30 and 31 in the same battle do i lose stat points because it evolved to ursaring a lv to late?/ or does it make up 4 it or something

    i own emerald version

As soon as you evolve, your stats will change to fit the new evo.

If you look closely, if you evolve your Scyther into Scizor, its speed will drop. This is because it doesn't matter when you evolve them at all.

In short: no, you will not lose stat points.

so even tho my tedduirsa evolved at lv 31 instead of 30 i don;t losr anything?

how do u know? ty for replying

I know because Pokemon calculates stats on a formula that looks at Base Stats, IVs, EVs and Level. Nothing to do with when you evolved the poke at all. When you evolve your Teddiursa, it just replaces Teddiursa's base stats with Ursaring's. You should see your attack increase by a huge amount when you evolve and look back in the summary page. This is not because you gained tons of attack in one level-up, it's just the result of the recalculation due to the evolution.

My name is Shane and I approve the above message.

The only possible penalty you would have from not evolving a Pokemon at the appropriate level is that you could possible miss it learning a particular move, but those are rare cases and that is what the Move Relearner and Heart Scales are for anyway.
