No. You can only transfer Pokemon from a 4th Generation game to a 5th Generation game through the Poke Transfer, which can only be done between two DSes locally (within a few feet of each other).
You can, however you will not be able to transfer that Pokémon over to your Black until after you've obtained the National Pokédex. Following from what Fushigidane-Chan said, you won't be able to do so through Wi-Fi, but within a couple of feet away with two DS's. Unfortunately these games were made to where you won't be able to trade until you've received your National Dex, and the process is somewhat similar to migrating from RSE and FRLG with Diamond, Pearl and Platinum.
