1. I'm guessing you're talking about PokeSpe/Pokemon Adventures? New mini-volumes seem to be released officially every 4 months or so. Not sure about scanlations- from what I can tell they get done when they get done, and sometimes the official releases are the first translations available.
2. The anime is basically going to continue as long as the series remains successful. And considering the Pokemon company is still making billions of dollars a year, I don't think it will be ending any time soon.
3. Each series within the Pokemon anime has its own plot, generally relating to the plot of the games they're based on (to some degree). The most current series (Sun & Moon) has deviated from that a bit though, as Ash starts off as a student at Pokemon school in Alola, before he starts the island challenge that is present in the games.
