When you keep a Pokemon from evolving (pressing b, everstone, ext) is there really a sort of stat boost when they evolve? I remember hearing that somewhere, that evolved Pokemon will be stronger if the previous evo was at a higher level. Is this true?

Stats are recalculated after evolution, so usually yes, after evolution, a Pokemon's stats are higher. There are exceptions though. I noticed that when my Scyther evolved, its speed was nearly halved, so it's not that they're increased, they're recalculated based on the new form's statistical aligning.
