    What?

    One major problem is that Blissey runs all over this team. Your first 4 Pokemon get walled to no end since they are all special sweepers. Your Gyarados and Toxicroak get Thunder Waved on the switch, which makes them useless as physical sweepers. Make Gyarados Adamant, remove Stone Edge for Taunt, and give it the bulky EV spread so that it looks something like this:

    212 HP, 16 Atk, 180 Def, 100 Spd

    ~Waterfall/Ice Fang
    ~Earthquake
    ~Taunt

    If the opponent starts with the all-popular Choice Specs Salamence, you're basically dead since nothing on your team can switch into a CS Dragon Pulse or Draco Meteor. Get a special wall. The only Rain Dance-viable Pokemon that can wall CSMence are Blissey, Calm Milotic, and Calm Empoleon. Blissey is your best choice, but any one of the three is fine.

    Raichu doesn't really do anything for you. Electivire is way better, since it soaks up those Electric attacks that your team has a clear weakness against and learns much better moves.

    Choice Scarf Heracross proves your ststement wrong :P

    Now tell me, where do you see Heracross on a Rain Dance Team?

    Don't give Toxicroak Bulk Up, it should stick with attack since it won't last a minute with moves like that.

    If you have Swift Swim, you don't need much speed EVs on Ludicolo or Kingdra. Put the EVs in useful areas. As in HP.
