Rare and popular pokemon

So are rare pokemon the most popular-and are the rare pokemon just the legardaries and shiney's I have searched the internet for a list of rare pokemon, but with no success yet, are some more difficult to come across. I apolgise now if this has been put somewhere else, or I have posted in the wrong area again!

well some legendary pokemon are hard to come across and shinys are really hard you have a one out of a millon chances of catching it just wait and the time will come.

Gible is quite rare. Also there is only one Rotom, even if it isn't a legendary.

What game is this for? Or is it just all games in general? Cause I really don't think this needs a thread for itself. If you're having trouble finding something, check Serebii.net or Bulbapedia for a list of legendary/on of Pokemon for the game(s) you're referring to.
