I just beat Dr.Nefarious for the second time yesterday and I'm on the first planet, Veldin, I have bought everything, completed all Annihilation Nation tasks, but it's a shame you can't go past 200hp :/

Wrong. You forgot to get the Nano-Pak, didn't you? It replenishes lost health. You can find it on the Crash Site.
