From what I have learned here, attacks of the same type aren't good. On your pokemon, you have several moves of the same kind. The last three have at least 3 moves of the same type.

I'm not that great(actually, I'm horrible) at movesets, but I suggest that you keep the strongest, and add in fillers.

Okay, I'm not experienced at rating......but here it goes.

Swampert- Muddy water, surf, and mud shot are almost the same moves. Replace Muddy water with Blizzard. The reason why you should keep surf is because it has better accuracy than Muddy water. Mud shot can be replaced with Facade. The Sitrus Berry is fine.

Nuzleaf- Try giving it more grass type moves. Cut can be replaced with solar beam (in the safari zone) unless you totally need the HM. The silk scarf can be used for a normal type. Try giving it a miracle seed or blackglasses.

Latias- Subsitute Refresh with Thunderbolt. Mist Ball is uneeded, because it has low PP and Psychic is a more powerful Psychic move. So replace Mist Ball with Ice Beam. Let Latias hold leftovers; she will be useful in the pokemon league if you teach her the moves I suggested.

Raichu- Ayiyi! What do we have here? THunderbolt, thundershock, thunder wave? Try replacing thunder wave with Double Team. Use Iron Tail instead of thundershock. I like how you let it hold the magnet.

Chimecho- Psychic is fine. Replace confusion with double team. Replace Psywave with Take Down. The twisted spoon is fine.

Torkoal- Flamethrower and Heat wave are fine. Replace ember with rest. Replace rock smash with body slam. Give it Charcoal instead of quick claw.

Well, for a first timer I did a pretty good job! I hope that my suggestions have helped. (BTW, I do not own Emerald yet so I'm a little unsure about some locations.)

    Suggestions in bold...

    Swampert Lv.46
    Ability: Torrent
    Nature: Mild
    Item: Lefties/Chesto Berry
    Moves:
    Ice Beam
    Earthquake
    Curse/Rest
    Surf-pp 15

Give it Lefties if you want a Cursepert or give it Chesto berry to be able to use Chesto Resting.

    Nuzleaf Lv.46
    Ability: Chlorophyll
    Nature: Brave
    Item: Lefties
    Moves:
    Explosion
    Extrasensory
    Solarbeam
    Sunny Day

Sunnybeamer moveset. You'll speed up and sweep with Solarbeam. Extrasensory can't do so much damage (compared to Solarbeam), it's just for pokemons that Solarbeam can't do a good damage to. Explosion is cool to surprize the opponent.

    Latias Lv.48
    Ability: Levitate
    Nature: Docile
    Item: Lefties/Soul Dew
    Moves:
    Recover-pp 20
    Calm Mind
    Dragon Claw
    Psychic-pp 10

    Calm Mind up then sweep.

    Raichu Lv.46
    Ability: Static
    Nature: Sassy
    Item: Lefties
    Moves:
    Quick Attack
    Substitute
    ThunderBolt-pp 15
    Focus Punch

    Chimecho Lv.46
    Ability: Levitate
    Nature:Careful
    Item: Lefties
    Moves:
    Heal Bell
    Reflect
    Light Screen
    Yawn

Some sort of Pseudo Passer moveset. It's sp.attack isn't very good so you should just use it with this moveset. Heal Bell is a good move and Yawn is to force the opponent to switch. It won't live long anyway... :\

    Torkoal Lv.46
    Ability: White Smoke
    Nature: Quiet
    Item: White Herb/Lefties
    Moves:
    Overheat
    Sludge Bomb
    Body Slam
    Curse

You can choose to give it White Herb to restore Overheat.

Don't give your pokemon certain attack-type increasing hold items, because 10% doesn't worth to use them.
Hope these suggestions will help you. Well, good luck!

    Swampert@Chesto Berry
    ~Curse
    ~Earthquake
    ~Brick Break/Return/Body Slam
    ~Hydro Pump/Surf/Ice Beam

i don't know of nuzleaf's moveset, so i can't help with the moveset there, but try to evolve it soon.

Latias@Soul Dew/Petaya Berry (only if you can't get soul dew)
    ~Calm Mind
    ~Dragon Claw
    ~Surf/Psychic/Thunderbolt
    ~Recover

    Raichu@Petaya Berry/Liechi Berry
    ~Thunderbolt
    ~Substitute
    ~Focus Punch
    ~HP Grass/HP Ice/HP Water/Body Slam/Return

    Chimecho@Salac Berry
    ~Calm Mind
    ~Psychic
    ~Heal Bell
    ~Toxic/Double Team/HP Special

    Torkoal@White Herb
    ~Fire Blast
    ~Curse
    ~Return/Body Slam
~Earthquake/Rock Slide (if it learns those)

    Fixes in bold (as usual!)

    Swampert Lv.46@Lefties
    Ability: Torrent
    Nature: Mild
    Item: Sitrus Berry
    Moves:
    Earthquake-pp 10
    Ice Beam-pp 10
    Sword Dance/Rock Slide/Curse
    Surf-pp 15

Surf is good, since it can't learn Hydro Pump. Use Ice Beam for Swampert's only weakness: Grass! Of course, always have Earthquake, but if you're waiting until Level 52 to teach it Earthquake and not waist the TM, you can do that to. And, of course, Sword Dance or Curse can help with boosting the power of Earthquake. Or you can use Rock Slide if you can't find anything else.

    Nuzleaf Lv.46@Twistedspoon (for Extrasensory)
    Ability: Chlorophyll
    Nature: Brave
    Item: Silk Scarf
    Moves:
    Faint Attack-pp 20
    Extrasensory-pp 20
    Giga Drain/Solarbeam
    Swagger-pp 15

Sorry! Cut and Fake Out just never work out. Why not a Grass attack since its a Grass Pokemon? And Extrasensory can take down those mean Fighting-types and use a Twistedspoon for the extra boost it needs. Keep Swagger to confuse and then sweep. Or you can use Sunny Day with Solarbeam to sweep with that and Extrasensory. And finally, keep Faint Attack so it has one Dark attack.

    Latias Lv.48@Lefties
    Ability: Levitate
    Nature: Docile
    Item: None
    Moves:
    Recover-pp 20
    Thunderbolt/Ice Beam
    Dragon Claw-pp 15
    Psychic-pp 10

Even if you just caught it, you need to teach it good moves! Keep Psychic and Recover and give it Dragon Claw and either Thunderbolt or Ice Beam. Or if you like stronger sweepers use Calm Mind to strengthen the sp. attacks and then sweep.

Raichu Lv.46@Salac Berry (for speed for Focus Punch)
    Ability: Static
    Nature: Sassy
    Item: Magnet
    Moves:
    Thunder Wave-pp 20
    Sustitute-pp 10
    ThunderBolt-pp 15
    Focus Punch-pp 20

Sub/Focus punch is good for Raichu. Use Sub and Paralyz with T-wave and use Focus Punch and T-bolt to sweep. Use the Salac Berry to boost Speed to sweep faster.

    Chimecho Lv.46
    Ability: Levitate
    Nature:Careful
    Item:Twisted Spoon
    Moves:
    Confusion-pp 25
    Psychic-pp 10
    Calm Mind-pp 20
    Psywave-pp 15

Chimecho is not a Pokemon I would pick for a team considering that it has truely horrible stats and can learn barely any good moves, so I'm not giving any advice on Chimecho.

    Torkoal Lv.46@Lefties
    Ability: White Smoke
    Nature: Quiet
    Item: Quick Claw
    Moves:
    Sunny Day-pp 5
    Flamethrower-pp 15
    Curse/Sludge Bomb/Body Slam
    Curse/Sludge Bomb/Body Slam

Rock Smash and Ember for Torkoal is a huge no-no. And have 2 Fire Attacks that basicly does the exact same amount of damage is also not good. Keep the one with the most PP.

    Moves:
    Thunder Wave-pp 20
    Thunder-pp 10 Charm
    ThunderBolt-pp 15 Brick Break
    Slam-pp 20 Sweet Kiss/Rain Dance

In order to do this, you have to breed for a pchu and train it up, but if you dont want to do that, then try Rain Dance, Thunder, Brick Break, and Thunder Wave

    Chimecho Lv.46
    Ability: Levitate
    Nature:Careful

Not a bad team at all, my only question is how did you beat the E4 with it? *points at Latias*
