Nothing takes advantage of Trick Room and you'll just triple the rest of your team. Regardless, Rotom-A usually outclasses Noir for anti spin support.

252 HP / 224 Def / 32 Spe is standard for Miltank.

Weavile is pretty useless nowadays, even more so since you don't have a way to deal with Scizor. There are much better physical sweepers in the metagame right now.

Roserade wants a bulky EV spread if it's going to be spiking, 252 HP / 136 SpD / 120 Spe works.

I'm also not sure about Rapid Spin Starmie since you only have one SR weak poke in Weavile you you're considering replacing anyway, so maybe change it to an offensive set so you have a good way of dealing damage.

I would probably replace Weavile and get in a Stealth Rock user, any serious competitive team needs one. You can also use it as your team as Umbreon seems dead weight on this team atm, it's utterly Taunt bait (most Taunters are faster than Umbreon thus they can Taunt Umbreon before Umbreon Taunts them). I'd get in a Heatran/Magnezone/Gyarados instead of Umbreon so you have a Scizor counter, which rapes your team pretty much.

Use the standard 4 HP / 252 SpA / 252 Spe EV spread on Starmie.

I can also see a DD Gyarados weakness there, so I'd get in Rotom-A > Dusknoir so you have a good Gyarados counter and a better spin blocker. Rotom-a outclasses Dusknoir in spin blocking.
