[Eventing Question] Regigigas and Post Game

I have made a Regigigas event my game but I was wondering if there was anyway to lock the event until the player has caught the other 3 regi's (regirock, regice and registeel) and if there was a way to lock an event until the player has beaten the elite 4?

You can set a variable that gets added +1 with each caught Regi, and then use it being 3 as a condition to enable the event. For the Elite 4, you'd use a switch that gets enabled after you beat them
