It seems to be agreed that there is region specific Pokemon in wild. They are farfetch'd in Asia, Tauros in North America, Kangaskan in Austrailia and mr mime in Europe. What isn't agreed is if these Pokemon can be hatched from eggs out of their regions. There are many people who claim to have got these Pokemon from eggs out of the region they are in but others say it's not possible and you can only hatch ones that you can find in Wild in that area. Is there any official statements about this or has anyone hatched any of these and which area was you in and where did you get the egg?

At this moment in time the only legitimate way to get a region locked Pokemon is by getting it from that specific region, you can't hatch different region locked Pokemon.

You CANNOT obtain any region-specific Pokémon without going to that region.

You CAN hatch a region-specific Pokémon, but ONLY if you obtain the egg from that region.

About a month ago a study was done from a sample of 20,000+ 5km eggs hatched and not one person was able to hatch a region-specific Pokémon outside their native region.

Those who have claimed to have hatched a region-specific Pokémon are doing a combination of the following:
    - Traveled to a different country and somehow not remember doing so
    - Straight up lied
    - Cheated and then straight up lied

I've personally hatched close to 500 eggs and I've received several Tauros, but obviously nothing from other regions.

There is no evidence that anyone ever hatched the wrong region-specific pokemon from an egg.

But i personally have plenty of evidence that plenty of people here in Munich are hatching Mr. Mime from eggs. On average, all the higher level players got one or two of them from eggs. I have seen some people having other region-specific ones, one got it via GPS-hacking and got banned later, all the other ones actually traveled into another region and got it that way.

So all the evidence points in one direction, and only rumours that somehow persist in spite of being so unreasonable claim the opposite.

EDIT: Oh and make sure to keep a few of your region-specific pokemon, if the trade function ever comes, these will be really useful and worth an awful lot if you travel to a different region.
