Registration Fails

The title isn't wrong, I really mean Registration not Login.
And when I say fail, I mean doesn't work so I wish ppl didn't expect me flaming or something :P

Ok, here's the deal. I invited a Friend of mine to Pokecommunity, since he is as much as a Pokefreak as I am. Seeing that this community is elegant, neat, and respectful, I recommended IT for him. So, Today, I got a message from him and he tells me that he can't register. After going a little bit deeper, He tells me that he got some sort of message as follows:
"Administrators have banned your email address"

Directly, I can interpret that for some reason, his email is blocked....but...why?! He never registered at the community before, how come they ban his email while he just tried to register one time?

I really want this friend to enroll, THANK YOU SO MUCH FOR YOUR ELABORATION....

Thanks everyone, we got the answers to the whole thing now. Pokecommunity just emailed my friend and they told him Russian based emails are not allowed. Thanks again everyone
