I've downloaded Pokémon Essentials v21.1, I've unzipped it, and I've tried repeatedly to launch it to try it out, but each time, I just get "No script file has been specified. Check the game's INI and try again." I've looked around in the files a bit, but haven't been able to launch any other executables or find anything with INI in the name or file type.

Edit: After poking around some more, I've determined that there should be a file called Game.ini, but it's not included for whatever reason. Also, it occurred to me to clarify that I do have RPG Maker XP.

Second edit: Turns out I should've been downloading from MediaFire instead of GitHub.
