    I'd honestly consider Taunt > Toxic Spikes on Smeargle, after a quick glance I don't see it doing too much and it interferes with WOW and T-Wave. With Taunt, it will help stop slow leads like Swampert from setting up SR so it doesn't weaken Honch and Nite so much later on.

    I still think Rotom is much better than Noir, it has better typing, movepool, and has an immunity to Earthquake, but it depends I guess.

    Try Baton Pass > Signal Beam on Jolteon, it scouts switches and can tell you what the opponent's main switch-in is. Signal Beam doesn't help with anything really, Tyranitar is hit by Thunderbolt harder iirc, and Shadow Ball deals with Celebi anyway.
