Depends on how willing you are to learn RGSS/2.
If you primarily want to make Pokémon games, and you lack RGSS knowledge, use RMXP.
If you want to make other RPGs or know/can learn RGSS, use VX Ace.

It also depends on your UI preference. The UI for mapping in VXAce is much different from RMXP's. I personally like RMXP's UI more because of the manual layer management. VXAce requires you to sort tilesets in particular manners to get them to work properly with each other. That said, VCAce is a newer engine, and will have newer features. Your best bet is to try both.
