Rom Bases Not Working

    So I've been trying to use the FM08 graphics base ips patch on a clean, FireRed Rom from a reliable source, but whenever I patch it with ips and open it in vba or advance map in vba there is just a white screen, and in advance map I get an error that says "Error on compressed data" (size of data is $FFFFFF). Every single city/town is just a glitchy mess of brightly colored tiles and so are all the tilesets. I have not edited the roms beforehand, or done anything that would cause this. I've also tried multiple roms across the internet and it gives me the same error. Please, any help is appreciated.
