ROM Hack Ideas - Any tutorials on how I can implement them?

    (this is a long read btw - don't let it put you off if you can help!)
    What do I want for my ROM hack?
    I would like:
    1. Rebalanced stats for ALL Pokémon!
    2. Castform to have access to different Abilities to make it way more viable - it's a fun Pokémon to use.
    a) Find a way to implement its forms into the Pokémon itself, like how Keldeo changes formes when it uses its signature move.
    b) So make it so that when it is sunny, it can transform into its sunny form without having to have Forecast.
    c) Give it weather setting Abilities, or at least something like Adaptability
    d) Maybe when it is holding an Icy Rock or Smooth Rock, its Ability changes to match that weather!
    e) Or give it an Ability that gives all weather-based moves a boost, maybe 1.3 - 1.5 boost
    f) Give it access to more weather-based moves (e.g Twister and Sandstorm by level-up)
    g) A SANDSTORM FORM!!!!!!!!!!
    3. Moves base power SCALES the more badges you have! Say you would like to have a Pokémon with an OP move like Hydro Pump, but you don't have that many badges.
    You can still have Hydro Pump, it just has base 60 power or something
    a) I like this idea because level caps are mean; this would at least give you the option to overlevel without having extremely powerful moves
    4. BSTs SCALE with badges! This could be hard to implement - maybe I could create an evolution condition to make it so that Trainers with a new badge have all their Pokémon 'evolve'
    into a Pokémon with higher BSTs.
    a) Or I just code it to scale BSTs down to 300 with 3 badges, 450 with 4 badges.
    5) Badge boosts? Might make the game easier for those starting out, but this could just be optional.
    6) I don't really want to use DPE and CFRU because they always glitch out w/ my ROMs, so I'll just have to code in abilities and stuff.
    7) I guess this means I can't use all the Pokémon in existence, so I'll have to choose my own 411 Pokémon. It will be really hard to choose.
    8) Maybe have 2 different 'versions' of my hack - one with my own story and one that is just my own rendition of FireRed, with different Pokémon and items.
    9) Might need help with storylines, so yea.
    10) And implementing sprites and abilities and items, since PGE is supa glitchy and literally DOESN'T WORK for me.
    11) Maybe upload this to the forums?
    12) Edited type table! I wanted to buff types like Ice and Poison.

    Basically, Poison is now supereffective against Water (water pollution) and Water is supereffective against Poison (washing).
    Ice is supereffective against Water, because of freezing, and now resists Flying and Water. Just wanted to buff it a bit.
    The two 'specialised' types, Psychic and Fighting, have always, at least in my mind, been parallels - Dark and Bug are supereffective against Psychic, but resisted by Fighting.
    Now I've given them something to be related to - being good against Normal! Since Normal is unspecialised I wanted it to succumb to types that are honed and trained in their style of fighting - Psychic
    and Fighting.
    Bug is now supereffective against Fairy, so now I've given it a bit of a buff and slightly nerfed Fairy.
    I wasn't sure about this, but I wanted to make the elemental types - Fire, Water, Grass and Electric - immune to themselves. I've only changed Electric, but let me know what you think.
    Electric is now supereffective against Steel! Makes sense (kind of) due to conductivity, like Fire.
    Steel retains its resistances to Psychic and Dark, but not Ghost. Good because Ghost is a special type.
    I feel like that's enough tampering lol
    13) Definitely try to add new evolutions to old Pokémon, like Leafeon.
