    Budew evolved at 29, Roselia learns Giga Drain at 25.

    How do i get Giga Drain now?
     
    Move Tutor, the one that teaches you moves your Pokemon has, or should have, already learnt.

    Well, you can go to a move relearner with a HeartScale, or teach it via TM.
     
    I had this same problem. I didn't realize Budew evolved only during the day. Heart scales are your only option. They're easy enough to find in the underground of D/P/Pt.
