3rd Gen Sad Old Man in Cerulean City

There is a Sad Old Man in one of the Houses in Cerulean City is he just there for the sake of been there or does he do somthing?

It's neither of them i wouldn't be asking if it was one of them because i know what they do. It's just an old guy in one of the Houses who seems to be very sad.

Just that he is sad, im not sure really because i can get back to Cerulean City because i don't have Fly yet.

If you mean the southernmost house, next to the Pokemart, then no, the man does nothing.

This is a pretty pointless. There are a lot of NPCs in the game that serve no purpose whatsoever. If the NPC doesn't seem to have a special role in the game, it's most likely because it doesn't. Enough said.
