4th Gen Salamence announced Uber!

Should Salamence be Uber?

    I didn't know where to put this, so if it's in the wrong place, can one of the lovely and kind and awesome moderators move it to where it should be?

    Anyhow, I was wondering around the interwebz looking for random stuff when I stumbled across Smogon, and lo and behold, I saw this headline! Here's the link;

    What do you guys here at PC think? Right, wrong, or downright stupid?
    Personally, I prefer Dark Types, so I'm a bit excluded from this. Still...
    Edit: Oversight on my part. For people who don't undertsand tiers;
    Ubers:
    Mostly legendary Pokemon, it's a bit like a banlist for the other tiers, as the Pokemon are often very powerful, which now includes Salamence.

    OU:
    Overused, or Standard, tier counts for the Pokemon which are seen most in competitive and online play.

    Borderline:
    Essentially between OU and UU, but banned from UU play.

    UU:
    Underused, Pokemon which are considered too weak for the OU tier by the general Online community; However, just because a Pokemon's in this tier, it doesn't mean it can't be good, just that other people don't use it that much.

    NU:
    Neverused, Similiar to UU, but of a more severe scale. They can still be used in other tiers, although many are usually at extreme difficulties, but again, not always.

    NFE
    Not Fully Evolved Pokemon. It's in the name, really.

    What do these different tiers mean? Uber, Overused, Borderline, Underused, Never used, Limbo and Not Fully Evolved?

    Honchkrow is in the Borderline category, what does that mean? I this just a calculation of how often each Pokemon is used in competitive play?
