You might want to clarify what you mean by new Gym. Do you mean a new location opened up as a Gym, such as when PokéStops are added/removed?
If so, I wonder if it's a remnant of when Niantic took requests from communities to set up new PokéStops and Gyms in their home locations. They ended up stopping that initiative, likely because there were too many requests.

Yes, 2 new locations opened up as new gyms and both location actually belong to one of the top telco companies in my home country.
In the description, it says something like Pokemon Go Anywhere... they might have had a side deal maybe to open up these new gyms at their store locations. There could be more in other areas as well.

I have seen some pokestops removed, like one inside the state-level police headquarters and one in front of it.
Also all the big corporate headquarters tend to have a gym or at least a pokestop right in front of them.
