I don't think it's possible, but...anything can happen! I know in R/B, it's impossible because there are no shinies in R/B.

My friend caught a missingno in his silver version on route 1, like any other pokemon it came up randomly! (I saw it but you probably don't believe me)it destroyed his game to! he restarted(it made his moltres name lt.surge786789 or something like that ha ha ha!)

I think Missingno. is just like a replacement pokemon. If you use a cheating device and skip getting your starter, and you find a wild pokemon you use a Missingno. as a replacement. Or atleast that's what happens in Fire Red and Leaf Green. Or maybe the programmers accidentally stuck it in the game and were just too lazy back then to take it out.

Yes it duplicates items in Red and Blue. It's just a big glitch that they never bothered to fix, that is if you really saw it in Silver..
