3rd Gen Shiny?

So I've been playing pokemon for a very long time, going back to gold version, continuing through ruby and now fire red (I'm too cheap to get the DS games). Until recently, I had never seen a shiny pokemon in my life. But as I was EV training for special attack, I saw a shiny gastly, which I caught. I soon after saw a shiny umbreon in the trainer tower, and just recently saw a shiny paras when ev training in mt. moon. Is this luck, or is there a possibility there is something else causing this?

In trainer tower there are set shinies, such as the shiny umbreon. Howeve the others are just luck, one in 81??, so seeing two in the same game is very lucky
