is Pokemon Graphic Novel, Volume 3: Surf's Up, Pikachu the same as Pokemon Graphic Novel vol. 3: Electric Pikachu Boogaloo ?

could somebody tell me the order of all the books?

The VIZ Volume order is;

Volume #01: The Electric Tale of Pikachu
Volume #02: Pikachu Shocks Back
Volume #03: Electric Pikachu Boogaloo
Volume #04: Surf's Up, Pikachu

In the Chuang Yi reprint, all four Volumes are under the name of "The Electric Tale of Pikachu." In Japan, it's called "Dengeki Pikachuu," (電撃 ピカチュウ) which roughly translates to "Electric Shock Pikachuu" according to Hideki's Dictionary.
