    Well, enjoy typing up an entire game engine on notepad, because if you want a game development tool that you don't have to download, then you're gonna have to learn how to write hex with ASCII characters.
     
    I'm 99.99% sure that there's no game engine that doesn't require a download.
    And a word of advice: Word your sentences properly while asking a question. It helps a lot.

    Well, I suppose he could buy a retail disc and install it, But it's extremely doubtful he'll find something right off a store shelf tat's actually worth much. Most "No programming skills required" programs are utter garbage.

    If you don't want to download anything, you're really outta luck when it comes to practical solutions.
     
    Well, whatever game engine you use, you've got to get it in your RAM so you can actually run it...
