3rd Gen Some questions about EV's and IV's

I read about EV's and IV's before. So I did a little experiment. I used a Spheal in battle. First I fought nothing but level 4 Wingulls until it went up a level. I wrote down the individual stat gains and then reset the game. Then I fought level 4 Wurmples and it got the same exact stat gains. I decided I probably had to have it battle an evolved pokemon in order to get higher stat gains. So I used it in a team battle with my Crawdaunt againt Sr. and Jr. Anna and Meg. It got quite a few levels of experience but it still got the same exact stat boost for the first level up. Am I doing something wrong? Or maybe I have to level it up more before I see any real difference in stat gains?

*every 4 points of EV gives 1 stats of that category... Wingull gives speed, with Wurmple actually giving 1 hp EV... it does make a difference. But especially with lvlling up the Pokemon's natural IV comes into play too. It's easiest to see the difference when IV is all set already (at lvl 100) and then you'll be witnessing hte change of only EVs.

It's very difficult to see the power of EV when you're lvlling up as well (IV factors). Just have to have faith in EV that it does work (easiest to see their effect using the way given in the advanced guide)*
