Stop locking threads

Exactly what threads are getting locked? A lot of times threads that are made are duplicate threads, so they get locked for not because they're in the wrong section, but because it's a duplicate of something that is already in the right section. As far as I know, those threads that are in the wrong section do usually get moved if they aren't a duplicate.
 
You know, if people stopped making totally asinine threads, we could stop locking them. :(
But until then, and since this is one such thread...
