In order to use Strength you need the Mine Badge and to get the Mine Badge you need to defeat Byron in Canalave City.

Correction. In order to use Strength OUTSIDE BATTLE you need the Mine etc.

Oh no, Mine is just the name of the badge, it has nothing to do with Oreburgh. You know, like the Pewter City badge is called the Boulder badge and the Petalburg city badge is called the Balance badge. Well the Canalave city badge is called the Mine badge. I'm really sorry if I confused you with that.
