2nd Gen Stuck at mahogany town. Pokemon Crystal

I can't go back to Cianwood City through Mt. Mortar.
I don't have surf, fly or dig and have not defeated the Red Gyrados
Please help me

Go back to Ecruteak City (you can go through Mt. Mortar) and defeat the 5 Kimono Girls to get the Surf HM.
