    Elite 5:
The elite five do not have a specific type, and are flexible in what pokemon they use. They to, must only have one uber. However, there is a drawback. They will specify one pokemon, any level, any type, that will be present on there team ( The Elite 5 member must be able to provide the pokemon). This pokemon must also be on your team. Even if it's base form evolution. (If they specify Eevee, it MUST be an eevee. None of its evo's count.) Same rules on rematchs.

    CHAMPION:
So you've mad it this far, huh? Good for you, but you're entering a whole new WORLD of Battling. The champion has a whole different set of rules.
    1. All rule from above are still in place.
    2. The Champion will select a type that is banned from the battle. No pokemon of that type may enter, but moves of that type are allowed.
    3. Just like the Elite 5, the champion has one pokemon selected to be on both teams.
    4. The rematch rules stay the same.
    5. First one to beat the Elite 5 will become Champion. After that, you must beat the Champion. You have a choice, you may boot out the old Champion and take over, or allow the old one to stay and battle another day.

the pure type clause doesn't work well because that forces some types to have NFE pokes and flying can't even do that. Secondly, the elitefour having exactly the same poke as the challenger is just nonsensical. Forcing the challenger to have a darkrai, shaymin, or arceus for example will be very difficult to get and it just makes everything unfair. It would probly be better to just tell the elite 5 to reveal one of their pokes but not force anything on the challenger.

I disagree with Flying, I find the forced pokemon thing rather intriguing. However, the member of the Elite 5/Champion must be able to provide the required pokemon to the challenger if said challenger lacks said pokemon or a different pokemon must be chosen. That eliminates any insane requests. (Also, for now, Arceus should be banned until it is officially released)

Also, I'd add the standard clauses to your list, ex. Sleep Clause, OHKO clause, etc.

Random other question, what does the ??? entail? Is it just a random gym of the leader's pokemon choice?

In response to Flying's comment about pure-types, I'm sure exceptions can be made. In the case of flying (barring Arceus, which again, should be banned for the time being, in my opinion), perhaps it should require a Normal-Flying type, for those seem to be the standard when it comes to flying.
