2nd Gen Surf - Pokemon Red

Can someone tell me where I can find the Surf HM in Pokemon Red.

Just like in Blue and Yellow: In Fuchsia City, you get in the Safari Zone, you reach the end of it (it's close to where you find the Warden's Teeth), you enter the house over there, you talk to the person, and he gives it to you.

Problem is that i try to go through the different zones but i run out of time before i find the house

I got Pokemon red off ebay before fire red and leaf green came out on the GBA , since Fire red leaf green are just remakes i don't see much point in getting them.

fire red is sooo much better looking and u can get g/s/c pokemon too as well as trading with ruby/ sapphire

I haven't played ruby/saphhire yet , i have only played pokemon red, yellow , crystal after i have finished them i might get ruby or sapphire.
