4th Gen Team Rocket Question

    Alright, so this is a weird one, but I'm just really curious.
    One of my friends and I were talking about Team Rocket, and he mentioned that he was sad about how in the newer games, they were replaced by another team. I pointed out that they were in HeartGold/SoulSilver, though that is of course because it's a remake.

    What I'm wondering is this: In the game, it's mentioned that Team Rocket "broke up" and went undercover for about three years. Was this present in the original Silver game, or was it included as a nod to the other team that had taken over for awhile?
     
    After Red beat Team Rocket in RBY, it was inactive because Giovanni didn't want to face his subordinates after being beaten constantly by a child. He broke up Team Rocket.

    3 years later, where GSC and HGSS take place, some of the Rocket members try to reach Giovanni and revive Team Rocket but they ultimately fail because of Gold. So, I think the "break up" was referencing the first appearance of Team Rocket in RBY and the second appearance 3 years later in GSC.
