text when hovering over text

I've see people have text that appear in a small box when hovered over other text. (It makes the cursor a question mark BTW) I've looked around google to find out how to do this and I can't seem to figure it out. Can some one help me?

It's a bbcode called title text. You use it like this:

[title="Secret info!"]Psst, over here![/title]

And it comes out like this...

Psst, over here!

Oh ok thanks, also so I don't have to make another thread I've tried to use hyper links and I can't get them to work. xD

Hyperlinks? You use them like this...

[url="https://www.google.com"]Google![/url]

And it comes out like this...

Google!

You have to be careful about pasting in a url though...sometimes it makes it into a link as soon as you paste it in, which you don't want. That will mess up your code.
