The only reason I'm not using Mantine is the time you get him (I like my team before the 5th badge). Mantine is a terrific pokemon who makes up for his electric weakness with extremly high sp.def. What brings him down is a limited movepool.
Espeon Master gave good advice, but I have to say, the best way to beat the Elite Four is to look up what pokemon they have. I know you're smart enough to figure out how to best them from there.
