    can i be member legendary pokemon r the best.and the best legendary i say would be deoxys, jirachi, mew and rayquaza.

    they're not supposed to be legendary. Legendary pokemon are tier1 and 2 and 3.
    Dragon's are tier 4. so they aren't legendary
